Chapman contractors press ahead to reach end of year deadline

CHAPMAN -- Although the past year has not been as conducive to construction, project managers involved in building three Chapman school facilities say crews are pushing forward with a goal to certify occupancy by Dec. 28.

During Monday’s meeting of the Chapman School Board, Scot Wolfington, vice president of Coonrod and Associates Construction Co. Inc., Wichita, gave an overview of construction work at the high school, middle school and elementary school. The district’s attendance centers in Chapman were struck by an EF-3 tornado on June 11, 2008. The district’s education center was also destroyed in the tornado.

Wolfington told the board that the next major goal for contractors was to have all roofs in place by Oct. 1, said superintendent Tony Frieze, then the enclosed buildings should allow contractors and subcontractors to have about three months to finish construction.

The board approved two change orders including one for $24,149.25 and another for $13,480.84 related to the reconstruction project. The board approved a $99,660 bid to re-roof the existing high school building from Wray Roofing, North Newton.

The board also received a presentation of three flags that flew in Washington on June 11, 2008.

Frieze said Chapman resident Carol Kirkbride wrote to President Barack Obama and described the damage that occurred to the community. The White House sent the flags as a gesture to the community’s rebuilding effort. The flags will be flown at the rebuilt school sites when they reopen, Frieze said.

Budget hearing set

The board set a budget hearing for 6:50 p.m., Monday, Aug. 9, at the Education Center, 822 N. Marshall. Frieze reported that the district is looking at 0.6 mill reduction as the district received a slight increase in valuation. A mill represents $1 for every $1,000 in assessed valuation.The board will consider a 52.7 mill levy, to support the 2010-11 budget estimated at about $26.1 million. This past year the district had a levy of 53.2 mills to support a $52.9 million budget. Since the June 2008 tornado, the district has budgeted monies for reconstruction of schools.

Driver education

The board received an update from Betty Ryan on driver education activities during the summer. Ryan reported that 43 students took the course. She stressed with the students the importance of safety as well as registration and proof of insurance they need to have in their vehicles. Ryan expressed her appreciation to the board and administration for supporting the summer program.

Enrollment

Enrollment dates were announced. Chapman Elementary School enrollment is from 9 a.m. to noon and 1 to 4 p.m. at St. Michael’s Parish Center. Enterprise Elementary School student enrollment is from 9 a.m. to 1 p.m. Aug. 3 and 4 to 7 p.m., Aug. 7. Rural Center enrollment is 9 to 11:30 a.m. Aug. 4. Blue Ridge enrollment is 9 to 11:30 a.m., Aug. 5. Chapman Middle School enrollment is 9 a.m. to 4 p.m. Aug. 2-6, at the district gym. An orientation for students and parents is scheduled for 5:30 p.m., Wednesday, Aug. 11. Chapman High School enrollment is 9:15 a.m. to 4 p.m., Aug. 2-6, at the high school office.

New middle school students (grades 6-8) enroll Aug. 2 at the district gym. Returning students enroll and pay fees Aug. 3-6. New high school students (grades 9-12) enroll and pay fees Aug. 2-3, at the high school office. Aug. 4-6 is for returning students, including freshman, and they will pay fees at the high school office.

The first day of school is Aug. 18.

In other action the board:

• Re-elected Rodney Anderson as president and elected John Hultgren as vice president as part of the annual reorganization of the board.

• Approved June 29 meeting minutes.

• Approved treasurer’s report and food service report.

• Approved payment of bills.

• Approved July 1 appointments. They include clerk, Beverly Sutter; deputy clerk, Michele Sutter; treasurer, Lois Baier; deputy treasurer, Mary Root; attorney, Arvid V. Jacobson, Manhattan.

• Approved designation of bank depositories, Astra Bank, Chapman; Dickinson County Bank, Enterprise; First National Bank, Junction City; Central National Bank, Junction City.

• Designated Chapman and Enterprise News Times as the official newspaper for legal publication.

• Approved five resolutions --- waived the annual requirement of General Accepted Accounting Principles and Fixed Asset Accounting for the fiscal year ended June 30, 2011; petty cash requirement; activity fund requirement; rescinding policy statements found in board minutes; home rule.

• Approved the second Monday of each month for regular meetings, except in July, when it will be the third Monday. Meetings will start at 7 p.m. and will be at the Education Center, 822 N. Marshall.

• Approved Mark Mayberry as the first assistant high school girls’ basketball coach;

• Approved out of district requests -- Tiffany Stewart, a freshman at Chapman High School; Peyton Kitchens, a fourth-grader at Chapman Elementary School; Taylor Scroggins, freshman at CHS; Dasan Steele, a third grader; and Echo Steele, a kindergarten student.

• Kept substitute teacher pay the same as the past school year.

• Received an update from Purple Wave for sale of surplus items.
